I never saw it in America, except for a discrete tattoo
on something like an ankle. I never noticed them when living in central Europe. I do, however, see them as VERY prominent
on the History channel women. It is hard for me to believe that it is so common now.

Actually tattoos on women save good men a lot of time and trouble. Its like stamping “Next” on them. Nothing says “whore” like a good tramp stamp...: )
It’s very much socio-culturally linked in the US. Unless you were out in the working or underclass, you likely wouldn’t see them much. In the lower-middle class, they’re likely to be discreet. And in the upper-middle, they’re less common altogether.
As to the History channel, see what I know: I thought that was a channel with historical dramas and the like. (No, I haven’t had a TV for decades.)
The History Channel is not about the study of history. The History Channel is concerned with the alteration of society via the “Oh, this is normal, this is what people have done throughout ‘HISTORY”! This is what YOU should be doing too!”
