they couldn't have been too worried about her being a suicide bomber since they didn't shoot her at her scene... I'd give them the benefit of the doubt -- trying to crash a vehicle through a barricade suggests "suicide bomber" to me. That turned out not to be the case, but with the information available at the time it was a reasonable default assumption.
