My wild guess - They will declare a national medical emergency due to the bird flu. The infrastructure supporting the national influenza emergency has been ordered and is almost good to go.
Wow, if there was any doubt something is up ,I read the FedOpsBiz.gov site regarding the Solicitations for goods and noticed the dates as well as the particulars. Scary indeed, sounds like camp supplies to me. As in FEMA.
