Move your cursor into the toolbar. Right mouse click and hold. Move cursor (still on hold) to left or right edge, then to bottom. After you get it reset, right click on the toolbar and select ‘lock the taskbar’.

This instruction is correct with one exception. It is LEFT click, not right. Basically a grab and drag.

My kids used to do this to my computer all the time. No one could ever say how they did it, but it happens more often than one would think.

Sorry - I didn't read your problem description carefully..

To solve the growing taskbar problem, you just "hover" at the top edge of the taskbar (if the bar is at the top, hover at the lower edge) without clicking and you will see the double arrow. Left click and drag to adjust the size.
