Appears he got a general discharge. OK but not honorable. What’s up with that? Only made it to E-4. Is that normal for that length of time? Something’s not right.
Being an E-4 at four years is normal. A few make E-5 in four used too when I was in. I did 4 years active and came out E-4. If you can get an A school after Basic it's a lot easier to make E-5 in four years. Otherwise it's OJT and study on your own.

I only knew one person who made E-5 before his 4 years was up.
It isn’t horrible, but not great. The average person can make E4 in 2 yrs or less. However, you remain E4 for year minimum before you can test for E5. If he was discharged due to the shooting incident, he may have been busted down in rank one rank. I can’t tell by this story.
I made E1- E5 in 18 months, but I was meritoriously promoted twice. Was about make E6 when life made me have to bow out. Regret to this day as I was going to go for ECP or tough it out 3 more years to make E7 then apply for LDO/Warrant. But again, life. My hubby retired E9 Master Chief NCCM (SW).
