No, it’s not. What a ridiculous thing to say.
I bought the river rafting concessions. Might take a while to pay off, but it’s the wise man who plans ahead.
That desert needs to have a mountain range put right in the middle of it. That would cause rain/snow to form in the middle of the continent, and rivers can green up the whole desert.
