I did read the article. My point being that all of the soap dispensers I see are already the plastic bag variety. Speaking as the owner of a plumbing business, I can tell you that there is an incredible amount of variety among public and not so public bathrooms.

Just relaying my experience, which clearly doesn't encompass a vast number of American public restrooms. That said, can you explain how fecal matter gets in soap without someone purposefully putting it there?
