Maybe it's a clock tower and chimes for each quarter-hour.

Even clock towers don't ring their bells twenty four hours a day. (Also, most of them only ring on the hour, not every quarter-hour.)

The church near me used to ring for meals and didn’t bother me at all. After the church quit the bells, a neighbor put in ringing bells outside which was a major annoyance.

The one near me rings on the quarter-hour, but I’m not sure it rings all night. I know it rings AT night, but it might be only until 10.
