Yes. All the sequels were.
About the setting: Fleming didn't invent countries, so far as I know, but he probably wouldn't have gotten bogged down in the differences between Sierra Leone and Guinea-Bissau.
William Boyd, to judge from stuff he's done that's ended up on television, is always disappointing, and his Bond novel may be a botch as well.

I wonder who the next movie James Bond will be...if they decide to deep-six Craig. I'll bet it'll be a black actor chosen in "a mind-blowing, courageous act of casting".
I also bet "The Butler" will sweep the Academy Awards in all categories, including Oprah Winfrey as Best Actress. She's already campaigning for it.

he probably wouldn't have gotten bogged down in the differences between Sierra Leone and Guinea-Bissau. That's an easy one, Sierra Leone did those cool spaghetti westerns in the 60's and Guinea-Bissau was the cinematographer on Alain Robebe-Grillet's "Glissements progressifs du plaisir".
It's amazing what people don't know these days.
