No. This bill has no chance. AR lowers have already been dropping in price in a big way.
AKs don’t have lowers. I don’t know anyone who actually does the 80% AK receiver. It’s just much easier to get a flat and bend it. Done.
And even if that law passed, those kits would just be used to build an AK pistol. No assault rifle. Then once it was built, just convert the pistol to a rifle. No laws broken.

That said, this is a disturbing story in that it indicates that the other side have begun to educate themselves about firearms. One of our biggest allies in the fight for gun rights has been our opponents' abysmal, willful ignorance of the subject. Previously they were not aware that a semi-skilled individual with a few dollars worth of tools could make a functional rifle out of a pile of inexpensive and mostly unregulated parts. But now they are. Not a good trend.
Is there a school somewhere which teaches ALL democrips to lie? I mean, everything the democrips want to do to the American society is always phrased as something to fix a wrong in society! The democrips push/promote/champion the slaughtering of alive unborn children, and phrase it as fixing some wrong perspective held by American society. And ya know what? Every time one of these leftist wacko gun controllers proposed *any* gun control bill, there should be a stack of pro-gun liberty bills written and ready to go, to slap them down.
For example, a bill so that non-military and non-police federal agencies would not be permitted to have either SWAT tactical teams, or weapons. (For example, the Department of Education has a SWAT team. They should not, nor have the weapons and equipment to assemble a SWAT team.)
Even more to the point, a bill that if guns and/or ammunition were manufactured in a state, exclusively for use in that state, that they were exempt from federal regulation, especially the Interstate Commerce Clause of the constitution.
This would so terrify the leftist wacko gun controllers that they would lose continence.
They want our guns.
