The first "cop" approached the woman with what appears to be handcuffs, grabs the woman's wrist, who appears to be resisting what the "cop" is attempting to do, and after he appears to be unsuccessful in restraining her, the second "cop" comes in to assist, and then the "pummeling begins. A big problem here is the quality of the chopped up video.
