Yep. My previous home was in n unincorporated area....I owned 1/2 of the road. Without knowing anything about the property, no one can say either is in the right without knowing where the boundary is. That being said, the rhubarb thief needs a good kick in the caboose.

I own all of my alley but the city will plow it in the winter. I believe that makes it an easement and anyone can travel on it. Don’t know however if a person can remove plants though.
