Indy is not a good venue for NASCAR - the track does not suit the cars and it ends up being a procession.
Having said that, I've noticed a lot more empty seats at NASCAR events this year than ever before.
The Indy 500 has declined much further, however. 20 years ago, they would draw big crowds for qualifying, and now the place is almost empty on qualifying days. Nobody knows who the drivers are anymore.

Yes, because most of the drivers are foreigners. They started bringing in foreigners in the 60s to appeal to the world as opposed to only Americans.
