That was a very anti-gun generation, something that flies in the face of the widespread perception that the 5 year old and 18 year old children of the 1960s were passing all (or any of) the left wing legislation.
They were well on their way to just eliminating the Second amendment.

I had supposed this legislation was in response to the Black Panthers invasion of the California legislative chambers while open carrying a wide array of perfectly legal rifles and shotguns. At the time there was nothing illegal in the act (which happened in 1966 if memory serves) and none of the Panthers could be prosecuted.
