The Canadians are too good of friends to even wish Detroit on them. They are also too gentle to govern it.

My cure for Detroit:

1. Lease it to the ChiComs for 50 years as a Special Administrative Region like Hong Kong.
   
2. Residents of the S.A.R. vote only in local elections for the duration, not in state or national elections.
   
3. Reduce Michigan's representation in the House accordingly and award it to the next state in line under the formula.
   
4. They may apply for reinstatement at the end of the lease.
   
5. Rinse and repeat for any other cities needing to file for bankruptcy.
