I am not defending this officers actions one second. He was investigating a crime and the person was in close proximity. I feel he has every right to ask for ID. If you are a witness to a crime and officer asked for ID you must comply.
If officer was not investigation crime he has no right to compel ID.
I don't carry ID on me unless I happen to be driving. Ever. If I'm on foot, I don't produce ID. Period.
