Yes, it might be best to setup the inner city schools as prisons and skip the middle man. It’s only 1 more meal and a cot at this point, think of the crime reduction if you locked them up from birth. This is the legacy of the baby boomer generation.

I spent 20 years with these kids and their parents while working in different prisons. The 15 year old black kid is no different then the 25 year old black man. They don't care about anything but their shoes, music, rims and ho’s. Ignorance, rudeness, laziness and lawlessness are celebrated as virtues. It's a self destructive culture that won't change until it is forced to. Treating them like children doesn't work.
