Wrong. They already hăve a nearly unlimited right to shoot anyone any place. All that is required to validate that right is to repeat the line, "I felt threatened."
Society is filled to the brim with potential Ted Bundy's who just need a reason to cross over the line.
A dead pet in the back yard might be such a reason.
