How can they call it reform, when it hasn't been formed since passage in 1986 ?? It has been radical change since 1986 (really since 1965).
"They" are "The Powers That Be" and do not have to be concerned with logical inconsistencies such as using the word reform to mean something other than making improvements. In fact, they are quite concerned with getting others to forget what words really mean:
- Remember when liberalism meant something entirely different than it does now? Ok, neither do I. That was way before my time. What we now call liberalism is actually left-wing radicalism.
- Remember when marriage meant a man and a woman?
- Remember when gay meant carefree, happy?
- Remember when infringe meant violate.
- etc.
