How can they call it reform, when it hasn't been formed since passage in 1986 ??

It has been radical change since 1986 (really since 1965).

"They" are "The Powers That Be" and do not have to be concerned with logical inconsistencies such as using the word reform to mean something other than making improvements. In fact, they are quite concerned with getting others to forget what words really mean:
