Prosecutors said the behavior by Omar Medina, 26, isn't surprising. They said he habitually drives without his license and this is his fourth arrest for an alcohol-related driving offense investigation.

He's been charged with felony DUI.

Nobody thought about how absurd this statement was? This is his 4th arrest? We have to wait until he kills someone before he gets a few years in jail to sober up. Then everyone will scratch their head and talk about how inexplicable the tragedy is.
