Depends on how the laws are written. At one time in some areas, rape required “penetration” and without getting graphic, that is the opposite of what happened in this case. Then there’s the “Clinton Rule”, about what even constitutes “having sex”. So the laws really need to be clear and (sorry) explicit, and then perpetrators of either gender ought to be prosecuted to the maximum extent. I think it also might make sense if the penalty were proportional to the difference in age, since both young vs old and old vs. young sexual assault implies a power difference. In other words, a 50 year old raping an 11 year old would be more severely punished than an 19 year old raping a 17 year old.
