Not true; they’d love for people to think that is the case, but it is all about getting paid. As the decline in the black birthrate indicated after the welfare reform of 1996, they were simply breeding for cash.
There was an article I read back in the early to mid 90's. A reporter went into various welfare offices, posing as a "customer" getting on the welfare rolls. She would listen and take notes about all that was said. You are correct, it was all about getting paid, and paid more. The long term leeches would answer her questions and give her advice about how to suck as much from the system as she could. The shocking thing [to the reporter] was that the paid staff would also tell her how to game and cheat the system to maximize payments, amount of programs to take from, and how to falsify her paperwork.
