Missing the obvious question. What kind of dog has to be tied up in the house? He didn’t say crated or put in a cage. He has to tie his dog up. Otherwise, the busted in the wrong home so the cops can’t win this one.
Perhaps he can’t afford a dog crate or cage; perhaps he considers a chain more humane than either option.
In either case, the cops deliberately stormed an innocent man’s house and killed his dog.
THAT is the crime here.
Here are relevant questions: did they know a veteran resided there? If so, was his military service the *reason* he was targeted?

Perhaps a house training in progress. My late dog’s trainer suggested that I tie my dog to the door knob while I was gone because they don’t poop where they sleep. After a few days confined, my dog no longer pooped in the house.

Maybe he doesn’t own a dog crate. Maybe the dog, like many dogs, could break out of a dog crate. Maybe he didn’t want her on the sofa, or maybe she peed on the rug if she wasn’t confined.
Not everyone crates their dog. It doesn’t mean the dog has temperament issues.
