Very few people have the capacity to handle 8 dogs of any type, much less 8 dogs with a high prey drive.

Murder is an appropriate charge here.

I’m glad my Jack Russell doesn’t weigh 100 lbs more. They are killing machines and would be dangerous if they were large dogs.

Murder seems a bit much, although there was certainly a GROSS amount of negligence here. But I doubt there was the actual intent to take someone’s life.

I’d go for a maximum sentence on involuntary manslaughter.

In any event, 8 such dogs? WTF was this dude thinking?

On the other hand, given that there were apparently 3 police reports of this guys dogs attacking other people just since January...

Yeah, maybe murder.

The poor women should have been carrying a handgun with at least a 15 round mag and then...oh wait, this is California, she probably couldn’t carry and thus had to wait for the police to save her.........I blame the owner first(murder), the stupid citizens of the state second(denying the Right to Life and the absolute ability to defend it) and the dogs a distant third(cuz they are what they are—animals).

Murder is an appropriate charge here.

Murder, as opposed to other charges where death was caused (manslaughter, negligence, etc), requires an element of intent. A prosecutor risks losing the case entirely by over-charging the crime, particularly when he has a lack of facts or supporting evidence. This is exactly how OJ and Casey Anthony "got away with it".
