The IG report didn't rely on emails, only employee statements. So there should be a trail to follow, but, Witholder didn't document his recusal in the AP case and conveniently didn't remember the date he recused himself. So, this group of corrupt thugs are good at avoiding official channels of communication (phone calls, using personal email accounts, etc.)
They knew this was coming 6 months ago. It took them that long to purge every possible smoking gun and, only then, did they allow the Inspector General's report to surface. The only hope is that someone with a conscience will have secreted a copy of a memo or something like that.
