Reads like a binary mixture in the sewer lines reacted in water, expanded at a rate more rapid than could be drained, then as the reaction rate leveled off, it drained through the sewer system.
Maybe that’s what those ChemEs near the Boston Water supply were dabbling with...(forgive the dangling participle)
