Neighbors Reportedly Saw Women On Leashes In Backyard Of Kidnapping Suspect's House
"Other women who lived in the neighborhood reportedly told Lugo they saw three men controlling three women on dog leashes crawling around naked in the backyard of the house, according to USA Today. The women who saw this told Lugo that police never responded to their call."
"Khalid Samal, a former head of Cleveland Safety, said that the trio would hand out flyers and acted concerned even though they allegedly had the women locked up just blocks away."

It could be that those other were other men, and not the brothers. It could be that the women were blindfolded when they were in the yard, so they could not identify where they were. It could also be that the girls didn’t spend enough time with the other men to be able to identify them properly.
