You are on point here, and it’s exactly what I have witnessed with so many of the high school kids who are forced to participate. The school provides a list of places that have opportunities to volunteer and put in your hours. It’s unfortunate in that I believe volunteering is a great way to give kids a broader sense of their place in this world and how one can do so much, but to place this as a requirement to graduate in essence, did the opposite.
I distinctly recall the _resident making comments to the effect that people would be ‘required’ to volunteer, or something to that effect. I recall thinking ‘wow’, how are they going to force people to do that?! I should go dig that up, only because it stands out in my mind so clearly.
I believe they passed a law in his first term which would permit the government to require citizens to volunteer.
They would force people to “volunteer” like any other totalitarian country would — with a gun to their backs.
