So... you make a u-turn to avoid what you perceive to be an accident. You’re pulled over. You don’t put your window down all the way. You’re obstructing a traffic stop? Umm... I think there are some missing facts in this case.
Was there a “strange odor?” Were the windows tinted so dark as to obstruct the view of the officer? Was the driver acting belligerently?
Don’t forget the “Respect my Authority” angle in your list of missing facts.

I’m sure that all your questions were answered and appropriate
charges were made. The charge? Obstruction. The cops could
smell the Obstruction, but couldn’t see it through the dark
tinted windows and the driver was acting belligerently by
not rolling his window all the way down.

Having gone through my share of police checkpoints, I can see why they'd look at this guy a little suspicious if he did a sudden U-Turn. Every one that I've been through is in a really inconvenient spot. No turnoffs, U-turns are difficult to impossible, usually on a hidden curve or the back side of a hill, and so on. I wasn't there, so I dunno. But it does raise a red flag.
