Not to defend anyone from Hollywood, but is back talking an officer sufficient to get arrested for disorderly conduct or is there more to what she did?

Not in Texas. If the talk becomes a threat or physical contact occurs then the game changes. Disorderly conduct only applies when the offense “offends” the general public.

An officer can arrest you, if you’re interfering with an arrest. The fact that no charges are being reported probably means the officer was more interested in containing the situation than actually wanting to charge her.
