I believe they were live people he had personally killed himself. The last head he added to the collection belonged to the leader of the group of soldiers that the Gov. killed in the ambush.........

I might have missed an episode but did they ever reveal why the Governor had all those heads in those big jars?

I don't think they ever actually said. The Governor said that he had the tanks to help him prepare for the outside world. I think they were just some form of sick entertainment.

The heads of Michonne's "pets" were in the tanks, too, so not all of the heads were from victims that the Governor personnally killed.

If Rick goes, I go. He ties it all together. Without him they would have fallen apart - He’s an everyday, ho-hum, normal guy that stepped up. Amazing the substance in that.

I thought I saw it in one of the episodes where they showed the fish tanks. Look at the pic at the top right:

The Governor's Victims (TV Series)

They might have also mentioned it in one of the episodes of the Talking Dead.

The easiest way to see if a character is going is to see if he/she has another F/T gig lined up. If they're going to be unemployed, you obviously can't tell. That being said I can't see the show without Rick: from the beginning he's led us on this journey and everyone I know thinks he's HOT!
