The enabling legislation dates back to the 1960’s....part of Lady Bird Johnson’s “Highway Beautification Program”. Basically I think they can condemn and remove signs deemed to be “ugly” from the road.
Which just proves you need to THINK far ahead to future abuses before passing even the most innocuous piece of legislation.

These signs have been there since I can first remember in 1968. Grew up in Vancouver, USA and we would travel to Fort Lewis on a regular basis as my dad was Retired Army.
They tried years ago to get them down and lost. Signs are outside the I-5 Right of Way so I don’t see where Federal Highways has any say to direct WSDOT to remove or have funding withheld.
go to Google images. type “chehalis wa signs” and you’ll see them. there’s lots of them, and they’re good.
Your post and now lack of credibility. offends me. There is something wrong if you won’t tell us what the signs say but keep blowing the matter off to a damaged link.
I live in the area. Yes, the sign is up. It has been moved from its original location by a mile or so. The old guy died awhile back and his family keep the message alive. I live about 80 miles NW from the sign. I always look for the message when driving in the area.
I haven’t been through Chelalis recently, but the signs have been on that property since the late 70’s that I know of. They were often very anti-UN.
