Not what you think.
It’s not really all that clear exactly what’s going on.
My vision is not as good as it once was - but COME ON!!!
The marathon 'garb' was there, one must assume, to be given out to everyone who was registered in the race, and finished. Some of the crowd were 'runners' picking up their garb.
BUT, there were some who obviously were not 'runners'. If you watch closely, you can see those who are giving that "is anyone watching?" look, and several have that "I already have five, should I go back for some more?" look.
