Ok, I am going with The Governor. I saw him on the Talking Dead last week. He has gained a lot of weight in his face. Don’t think he can lose that weight before shooting starts for Season 4. So, I think he is out. Hence he has not kept himself in shape.

I don't think so. As the series evolves, I believe he's going to be one of those perpetual bad guys who will peridically surface in future episodes as he pursues the clan.
