Absolutely! And there’s only a 21 minute delay, max, when earth and Mars are on opposite sides of the Sun. Heck, we often have worse than that here on earth when the server burps.

Can we FReep from there? Yes, Vint Cerf, one of the real founders of the Internet helped the JPL design IP Addresses for the Solar System as part of the Interplanetary Internet. Some Internet protocols have been in use since the late 1990's.
