They would have to be welded to the body of the vehicle.
The whole licence plate would walk if the sticker wouldn't peel off.

I had an experience once with someone stealing my entire rear plate, the one with the expiration sticker on it. Luckily for me, I was a month away from a new registration, so I only had to pay for a month. My co-worker had her plate stolen a week later, in the same lot. She had just registered her car, so she had to pay it all over again. The parking lot was across the street from the downtown Metropolitan Police Station.
A year later, I was pulled over for insurance lapse and the cop took a screwdriver and tried to undo the screws. HAHAHAHA! I super-glued them on the plate when I got the replacement.
His remedy? He wrote me a ticket for $1200! This was in ‘96, and that was a LOT of money! I explained the situation to the city manager, and he threw the ticket out and refunded the $100 I had already paid.
The next vehicle I got, I got specialized screws for. This time I will do the same, but to prevent someone from trying to take the sticker, I will score it on the diagonal.
The whole license plate would be useless here because the plate
is registered to a person(s) and his (their) vehicle.
If someone tried to use it on another vehicle, game over, dummie.
That is especially true if the owner reports the plate stolen.
