A West Tennessee Drug Task Force spokeswoman said a decal is not sufficient cause to detain a motorist. The Tennessee Highway Patrol and the Shelby County sheriff's office in Memphis had no record of the stop.Too bad the couple didn't record the conversation.

The ACLU (I know) has a cell phone app for that.
I am considering getting a dual image dash cam for the vehicles like those common in Russia, where the people have to deal with corrupt cops. Also good for videos of meteorites.
