Finally, a voice of reason in an ever increasing conspiracy heavy world.It still begs the question: Why, under this administration, would they move from an annual buy to a 5-year buy? It's about the only time I've seen them tell us they were doing something to save money. Just because someone is a conspiracy theorist doesn't mean there isn't a conspiracy...
