I don’t doubt that for a minute. I remember when the Haiti situation was dteriorating under BJ CLinton, and he wanted to force Florida to let them in (in a similar manner to Cubans. To put so many Haitians on the dole along with all of the others in Forida already on it would have destroyed the state.
