That depends on how one defines "Catholic". If one takes into account all the cases where people have latae sententiae excommunicated themselves from the church, I'd say the numbers of "actual practicing Catholics" are considerably less than 100 million (100,000,000) worldwide.

In reality I don’t believe there are very many.
Are those practicing a form of Catholic Syncretism (the combination of Catholic teaching and Pagan practice) actually Catholics?? In this case, did they actually convert?
How about those self-identifying as Catholics who don’t practice?? (much of Western Europe)

I suspect that if you take out physical reproduction in third world countries, Catholicism may be shrinking, but of course, I don’t really know.
It doesn’t matter. Not all Catholics are conservative. I know a little old woman who attends every church service she can, and twice if there are two services that day, but when it comes to Obama and democrats, even if they publicly came out and stated they were Satan’s minions, she would still vote for them.
I think “Catholic” is applied rather liberally. That’s like saying there are 300 million “Christians” in the USA. From a Muslim perspective, all Americans are “Christian”. I doubt there is anywhere near 500 million practicing catholics in Latin America. Most follow the religion of Marxist liberation doctrines, or just like us in the West, are little more than token Christians.
