The vast majority of volunteers came from Hawaii, where the government did not intern Japanese-Americans.

Although I seem to recall Roosevelt suspended Posse Comitatus in Hawaii.

Hawaii was under martial law for most of WWII, including the Provost Marshal regulating the Hotel Street hookers.
