i don’t know what the methodology was on this but I call bogus. Just look at Detroit and Miami and try to figure why Miami is worse run? figure it out.

Yeah, the only measure by which Miami lagged Detroit was high school graduates, and I have to wonder about that number given what I’ve heard about the Public schools in Detroit. Oh, and they were upset about income inequality. That’s a worthless statistic anyway.

By every other measure Detroit was far and away worse. Now don’t get me wrong. Miami is almost a third world cesspool, but Detroit is a post war ruin.

True. Look at the statistics. Detroit is worse.

Maybe they think Detroit's a lost cause and figure Miami could still improve. Maybe they hope it does and want to give them a shock.

Maybe they didn't want a majority Black city at the bottom (though that didn't stop them from putting Newark lower than it could have been).
