NK has a “military first” policy, they spend very little on anything else. How many of those planes are still able to fly? who knows but they will keep them as distractions to any enemy who has to expend manpower and time to hit them.

Outside the United States, all Communists have a "military first" policy. The only Commies who want to disarm their country are American Commies.

I was in South Korea back in 1977. There were fortifications and dummy aircraft & tanks all over the place.

I would expect that North Korea is doing the same.
