More importantly their actions do not serve as an indictment of the LAPD any more than does 5 US Army enlisted men raping a 14 year old Iraqi girl and then killing her parents and 6 year old sister serve as an indictment of the American military.
Note, too, that the perp in the Army case was found guilty in a court of law and is facing the death penalty. We also have his name and face. How about the two keystone cops from LA?
Here, I have no doubt that what the 2 cops did in shooting the Hispanic ladies will be career-enders. So why don't you be patient and wait and see what happens. In the meantime, hopefully we can agree that accidentally shooting 2 women in no way equates to raping a girl and then murdering her and her family to cover up the crime. If that sort of crime doesn't serve as an indictment of the US Army then what the 2 cops did in Torrance shouldn't serve as an indictment of the LAPD.
