Parents need to just call 911 and report an assault. Schools know who the dangerous trouble makers are and do nothing and the bullies/criminals know it. Schools only really punish the kids that bring in paper or finger guns.

My sisters 13 year old son was jumped from behind and was held in a choke hold until he passed out. When he came to, another altercations occurred. My nephew went into the class room seeking protection from the teacher. The help never happened and the teacher when questioned claimed, "she did not see nothing".

When my sister's (the Mom) talks with the principal resulted in his sarcastic and disrespectful reply that, "the kid was sorry, what do you want?? Want me to hang him??". My sister went to the police and filed assault charges against the bully. We are still waiting for his court date.

My wonderful (widow) sister has taken him out of that school and enrolled him in a "Conservative Christian" school online.

Parents sending their children to public school are committing child abuse. I thought to ameliorate that by adding “by neglect” but these days parents are aware of the alternatives and can homeschool if they have sufficient wit to care. Those that say “well we’re too busy with our work/business/social lives, etc, to do that” are showing where their priorities lie and they shove their children pretty far down the list.
