Sandusky was permitted by his retirement agreement with the university to bring kids to the football facilities over Joe Paterno's objections that were documented and in writing.

Then I'd say that Paterno's objections weren't forceful enough, wouldn't you? We're talking legendary Coach/CEO Paterno, not some unknown.

Oh Please!!! It says that his influence in things other than the football program was limited -- even and especially regarding a retirement agreement between a tenured professor and the Board of Trustees.

If Paterno was so all powerful at PSU then how come they granted terms of this agreement over his wishes -- no matter how they were expressed???
