No 'perfect world' - or people. 'Hard times' are just that. Immigrants coming to our Country had great opportunities; but never were they free from discrimination - or 'hard times', for sure.

Even now; the open borders 'invitation' to uneducated illegals; does not come from 'caring hearts' wishing to eliminate hard times. It is embedded in the desire to hold onto power; enhance power; and the need for control; in those individuals who now 'have' it; and want to insure; that they forever have it.

A certain irony in that, those who have brought this Ethiopian refugee issue to the 'fore'; who are trying to ante up, ill will against Israel; are the same, who carry the log of discrimination in their own eye; and by Government policy; ideology; gladly invite and promote 'dependence' in targeted populations in our Country; by their fashioning 'easy time/good time' promises; that only, guarantee 'hard times' for those they make pretense of helping.

CAMERA has done a pretty good discussion of the coverage, and Haaertz has blamed the coersion angle as on distorted coverage in the world press, but you'll have to pay them to read it. That the birth rate amongst Ethopians might decline doesn't strike me as unusual, that's a not uncommon result of better medical care resulting in lower child mortality, and greater relative affluence. Coersion is obviously wrong, but doesn't seem to me to be anything more than speculation based on lower birth rates in Israel.
