These strong orthodox communities often teach that they should not get gentile authorities involved with matters of wrongs committed between Jews. If someone does, they can get kicked out of the community, made a pariah.
I’ve heard that this is a big problem in the Hasidic community, because they are so insular and don’t like to take their problems to outside authorities. So, if someone is abused they are discouraged from going to the police, and if they do, they can be ostracized by the community, instead of the abuser.
