As well as the so called independence movement in Puerto Rico. Puerto Ricans who live there do not want it-— they pay no federal income taxes (except for PR serving military)

Then it would have to pass the Senate, also by 2/3.
Then 3/4 of states. IOW, 13 of the 99 state legislative bodies voting no would sink it.
Ain’t gonna happen.
