Correctional officers of the Prison in Arapiraca, captured a cat carrying saws, drills, headset, memory card, cell phone, batteries and a phone charger

When people are locked up in re-educational camps designed to purge aggression against the new socialist empire I will have my kitty ranch with its squads of recruits being trained to deliver the Liberty Pistol Mk2 made completely out of 3D printed delrin and loaded. My kitty squads will be deployed so as to deliver weapons to the captives so as to counter the threat of the armed guards. I'm almost busting a gut here thinking of the humor here....and the possibilities.

Humans would have used duct tape, not packing tape.A good point, but given the entire assemblage, we are looking at the work of a mastermind plotter. Does that cat look like a mastermind? It's always the disposable dumbass who is assigned the dirty work. In fact, it's quite possible he was meant to be caught.
